Non-competitive, 95%+ approval. If you do R&D in the Netherlands, you get this. Period. 50% starter rate on first €391,020 of S&O wage base. A 2-person team recovers ~€60K/year. Just keep a daily logbook of what you built. Apply before project start (not retroactive). Max 4 applications per year. This single instrument pays more than most seed grants, and nobody can reject you.
Non-competitive working capital loan. Write a business plan, show projections, get €20-50K at 7.95-9.95% interest. Includes free coaching. No collateral needed. Perfect bridge while WBSO benefit accrues. The business plan you write here reuses for future applications.
First-come basis (some provinces use lottery on day 1). €20K at 35-40% for a feasibility study. Use the provincial template verbatim. This funds the market scan and IP analysis that strengthens every future application. Opens once per year, often exhausted within hours. Speed matters more than perfection here.
Rolling intake, packages of 20 proposals, ~45% award rate (best odds in the system). €60K at 100% cost coverage for 6-month feasibility. Must originate from Dutch WO/HBO/TO2. Company must be less than 7 years old. This is the single most generous instrument for university-origin founders. If you qualify, do this.
Each province has a Regional Development Agency with equity/loan funds that have much higher acceptance rates than national tenders. UNIIQ (Zuid-Holland) does €150-350K convertible loans. BOM (Brabant) does €50-350K. LIOF (Limburg) runs LVFF up to €450K. No fixed deadlines. Just call them. Most founders don't know these exist, which is exactly why acceptance rates are higher.
Competitive tender. MIT AI had 21% success rate in 2025 (14/65 funded). Threshold was 98.4/100 points. Only invest 120+ hours here once you have proof-of-principle, a consortium partner, and outputs from steps 1-5 as evidence. Innovatiekrediet needs a €150K+ project, proven PoP, and 55% co-financing from other sources. These are powerful but only after you've built credibility through earlier wins.
WBSO first (guaranteed money, 4 hours work). Then Qredits for cash bridge. Then MIT Haalbaar on April 7. Total non-dilutive capital from steps 1-3: up to €130K in year one with near-zero rejection risk.

If a program pays more than €500/hr of your application time (adjusted for success probability), it beats building product. The green zone (WBSO, BMKB, Qredits) pays 10-100x your hourly product rate. Everything above that line: do it yourself. Everything below: hire a writer or skip.
